Why aren't English players playing in CLT20 this time around?

I don't know the answer to your first question but for your second question the answer is one team had to lose and unfortunately it was the Mumbai Indians yesterday. There is no team as strong or weak in T20s. Any team can win the match by virtue of a couple of overs.
